Buying Property in Georgia as a Foreigner

What foreign buyers can own in Georgia, how the purchase is registered, and how to check a property before you commit.

What a foreign buyer can own

Foreign individuals and companies can buy apartments, houses, commercial premises and non-agricultural land in Georgia. Agricultural land is a different matter. That category covers arable land, pasture and homestead land, and it is generally closed to foreign buyers. If a plot catches your eye, the first question is therefore how it is classed.

How a purchase becomes yours

The sale contract must be in writing. It is usually signed before a notary or at a Public Service Hall. Signing alone does not make you the owner. Ownership passes only when you are registered as owner in the Public Registry, which is kept by the National Agency of Public Registry.

Checking a property before you buy

Public Registry records are open to anyone. Before committing, you can look up a property's registered owner, any mortgages and other restrictions. Doing this early saves time, especially when you are viewing from abroad and cannot walk the site yourself.

Taxes and fees at purchase

Georgia levies no property transfer tax. Registering your purchase does cost a fee, paid to the National Agency of Public Registry.
